We need your support to send this email tomorrow to prevent ChatControl regulation. We jointly blocked it last time in June, but the next two months will decide whether or not it will be approved in December 2024.

I learned that on 4th of September representatives of EU goverments will resume work on so-called Chat Control (officially called “Regulation … to prevent and combat child sexual abuse”, Council document 9093/24).

As a citizen of […] and the EU, I appeal to you to reject this proposal altogether!

I’m concerned that upcoming meeting will be based on a secret document and without public consulations. At the same time, analysing the draft proposal 9093/24 of 28 May 2024, I can see that it violates my rights and the rights of other EU citizens to privacy of communication.

For instance, it proposes that:

(1) ‘end-to-end encrypted services such as Whatsapp or Signal would have to implement the automated searches “prior to transmission” of a message (so-called client-side scanning, Article 10a);
(2) “upload moderation”, users of apps and services with chat functions are to be asked whether they accept the indiscriminate and error-prone scanning and possibly reporting of their privately shared images, photos and videos;
(3) Scan by “artificial intelligence” technology previously unknown images and videos. If a user refuses the scanning, they would be blocked from sending or receiving images, photos, videos and links (Article 10).

As your constituent, I urge you to call our government and other EU member states to vote against/reject this proposal altogether and initiate a public debate in the national and European Parliament about the neec to protect privacy of communication in the EU.

I ask you to confirm to me the result of your actions and report back to me publicly on social media. At a time of ongoing attacks on democracy and human rights in our country, I believe that this practice of violating the privacy of correspondence by supporters of Chat Control undermines trust in European institutions.

Clearly, Chat Control supporters intend to use the case of the persecution of Telegram developers to set a precedent for the crackdown on privacy of communications in the EU. Such practices are unacceptable and should be condemned.

I count on your voice and vote against this sort of violation of the rights and freedoms of European citizens and look forward to your response.
