A high value means the price is at or near its record high; a low value means it is deep below it. It is stored as price divided by the record so that high keeps meaning the same thing here as on every other chart.

DefinitionPrice / the running maximum price, so 1.0 is exactly at the all-time high.

LimitThere is no chain data in this at all, only price. It marks every top on time by definition, which means it confirms a high after the fact and is never evidence for one.
